Passport arrived 23/11, having posted the form (not through passport express, just the regular postal service) on 09/11. The passport office took payment on 15/11.

Excellent news, in a sense! Of course, bumping to a 10/11 month figure eats up the difference anyway, but at least that phrasing sounds like it's not an extra 3 months for the delay in acknowledging receipt. Was probably going to be a while until I got round to contacting them so thanks for sharing.
