It's not a "law just for the sake of it". If you are stopped in the "nothing to declare" channel and illegal foodstuff are found, you are liable to a fine up to £2000 and even prison.

There used to be hard-hitting posters in the baggage reclaim areas at Heathrow. Ignorance is not an excuse.

it all looks good. Make sure that he was "physically in the UK" 3 years before his application date (date of receipt) and check his absences are under the required numbers (Guidance for Form AN).

Whatever happens, don't overstay, don't apply "out of time". There's a high probability you will be refused.

Either apply for ILR before your visa expires, and hope the caseworker will exercise discretion, or extend your visa.

WP and FLR can be applied for at the same time. A covering letter can be used with the FLR to ask to delay consideration till the outcome of the WP application is known, thus Section 3(c) extension of leave kicks in.
