Thank you all for advice and comments. The claimant is none Eu with pre settle status who was living in another Eu country for five years.
They haven’t taken his other Eu country residency in account.
He has gone for mandatory reconsideration but as you all mentioned I don’t think it will succeed.

It's easy but it won't get you too far because it's not enough to get married there. Also consider that marriage is not a silver bullet when it comes to immigration in the UK. If you haven't seen each other a lot, the Home Office may dispute the validityof your relationship even if you are married....

If it is an Islamic/Ourfi marriage, it won't be valid even if it was done face to face. Civil marriage registered with an authority is what she needs. Application made 28th November

COA received 10 December

Pre settle status granted 02 January
