The three of them should go through the EU Settlement Scheme, first his wife and then your brother and their son, using her application reference number. It's the easiest way.

Your baby doesn't need a Family Permit. In theory, neither does your wife. Family Permit simply makes it easier on the border officer, so although not mandatory, it is highly recommended. You should have no problem. Many people on this forum have applied for pre-settle status even on the same day of their arrival. She has to apply for it, the same way your wife did. She will have to prove dependency on you, like money transfers to Ukraine and proving that you pay her bills.
And you need to prove you are exercising treaty rights.

Hi Yes you can. Assuming you are talking about the EEA Residence Card (it si not a "residential visa") there is no harm on it being expired. I think you better get the EU Settled Status:

"If you want to spend time outside the UK:
If you have settled status, you can spend up to 5 years in a row outside the UK without losing your status."

I am not sure if Surinder Singh applies for unmarried partners. It clearly states on eligibility "spouse (husband or wife) or civil partner".

Your wife will get Settled Status for sure. She just need residency proof from 2014 April - 2019 April You will get Pre Settled status. Not bank statements, as they are mainly numbers.
But any other lengthy document should be translated by a public translator. In theory, all documents should be translated, but I don't think anyone translates bank statements, utility bills or pay slips.
