Re: regarding ilr dependent extension visa

The answer will be different for different applicants as their circumstances differ.

Just answer as regards your circumstances.

Re: Visa application withdrawal with current leave expired

If the application was made prior to the expiration of her visa, then she is currently on 3C leave.

Should she leave the UK today, even without informing UKVI, the application will eventually be considered withdrawn by them. In this circumstance, overstay will not come into play, I believe.

The processing time for most standard applications is 60 working days.
Did they receive an email that HO are not able to meet this target?

If the letter of exemption is submitted, will they look towards the application negatively? As in, my spouse will be staying in a house which isn't at that moment paying council tax?
Are you referring to the council tax bill?

Shouldn't have a negative effect.

Should I wait the 15 working days and miss the 5 working day deadline mentioned in the email?
No
Or would you know how I can resubmit the documents, where would I need to go to do so within the UK?
This may be the "further details" they are referring to.

Re: ILR Application date

If the FLR was granted on 09/01/19 as you stated above, then it would appear 28 days was added to the 30 months granted, in line with GEN.1.13., to take it to 06/08/21.

The last date/deadline to make a further application is the date the visa expires.

You may apply 28 days before 60 months.

The charity have come back and said the form was submitted by email and a digital signature was printed on the form, not a actual physical signature by hand. She is adamant that she has not signed or gave any consent in respect to a DDV Concession ...
