Thanks, does it mean she doesn't need to give LIUK test at all or she can give it after the application submission.
I thought they require LIUK ref# in the application form before one can submit online.

Are you switching to Tier 2 General in which case it's definitely required.
It's not very clear for Tier 2 General extension. Although it's not mentioned in the document checklist I received after submitting the application. So I believe it won't be required for extension application.

Is it possible to submit the application without COS but once the COS is ready go for the appointment.
