When to apply for ilr

Good afternoon,

My partner entered the uk end of pctober 2016 as a spouse on 5yr route and the current brp expires in approximately 1 month.

My partner has now been in the uk for 5 years and 1 month almost.

Can my partner apply for ilr now or 28 days before the brp expires please?

Apologies I was only qsking a question related to my original post but just asking if it would be okay to use my cash savings as I am unsure. I wasn't aware this was not allowed. There was no malice just a person asking for some help.

I also have £50,000 in premium bonds saved for the past 2 years.

Would it be easier to just cash this in and use this as cash saving instead? Even though its 6 weeks till application.
