when you fill out any form regardless of what it is for,you are asked to answer the question to the best of your knowledge. if you do not know one answer you leave it blank and add in additional information . unknown etc... some people do not know the date of birth of their parents others hardly eve...

I think you have recieved a wrong advice. the Passport office has no right to send your personal papers to a third party. that would break the law. because unless there is a clause on the application that says give us permission to send your passport to a third party then they can't . the law is her...

I don't understand the question really do you live there in London or not? if yes then you must pay CT in full register etc...and if not then there is no problem. if you live in manchester as you say you do then living with friends is never an issue. No law says that you must be living at an address...
