If this is a spouse visa then AR doesn't work as it will be totally ignored and also ROA is given. Alot of members have been refused based on missing evidence despite submitted. I will visit your local MP asap and esclate your concerns as well as your disatisfaction with the decison. It is possible...

It became apparent to me, that any pdf files over 1mb big, could not be uploaded. The site states 10mb and VFS verbally told me it was 3mb. But after numerous testing, it is 1mb big files. I have just been thru this process and opted to upload documents. I the upload section, there is a specific section to upload Appendix 2. So, I would say, fill it in and upload if you have this option.

There is a timelimit to how long applications remain active before they can't be used and you have to start again. Usually around 10 weeks. SU07 form is NOT required for a spouse settlement visa.
