Civil penalties can be given for all kind as issues - as explained already they are not criminal offences, not even for late tax penalties. It was paid, and it wasn't your fault. If it was issued in your name you can declare it and explain in a cover note. What kind of penalty was it exactly? You need to declare Fixed Penalty Notices and County Court Judgements, I am not sure if this falls under something that needs to be declared for ...

Property registration has nothing to do with immigration law.
Think of it like a bill you paid late and you had to pay a late fee.

Over the application form, it wouldn’t fall in “A civil penalty issued under UK immigration law”? Is it different?

I’m awaiting for invitation letter since 01/July/2020. Application submitted in January this year ... Its the “hope” home office and council gives every few days and before we are “hopeless” again, we are being given another “hope”. Its good to be pessimistic or not overthink or discuss about it all...
