Thanks! I had forgotten. For consistency, they should have updated the Long residence guidance with the human rights provisions of the Rights of Appeal guidance.

Make sure she wasn’t absent for more than 180 days in any consecutive twelve month periods between 9 May 2018 and present.

I think the question may be aimed at single or separated parents, or when parents are subject to court orders, etc. If parents are living together with child, then that may be sufficient to show that they have parental responsibilities.

Include proof of parent’s ILR or British citizenship.

That case is completely irrelevant, since the spouse was a dependent family member. Your spouse is on a work permit, her current permission is completely independent of you, and therefore Surinder Singh does not apply to you. Having an EU Residence card in the EU country for spouse isn’t compulsory...

I think he’s your dependant for Immigration purposes, as his immigration status is dependent on yours.
