No. Visitors cannot switch to partner/spouse status within the UK. You should apply for a spouse entry clearance from Mauritius after marriage.

Did they require a TB certificate? I don’t believe that CoE-RoA applicants are subject to any medical requirements.

I think that they made several errors. If you did an AR , then it's not an appeal . If the original refusal had nothing to do with relationship questions with your son, then they were apparently satisfied with it before. Moreover, why did they refuse your wife? Your quoted website may be misleading. 3 years (lawful) residence with parents for child may suffice.

Best to read Section 3(5) and relevant sections of caseworker’s guidance.
