Historically for kids under appendix fm the IHS fee wasn't charged during application. What happened is that they identify it as a requirement later and then get email asking you to pay later and giving about a week or so to pay. Visa is granted on basis of evidence presented. Won't be looked at again until you need to do the next spouse extension at the 2.5 year point by which time hopefully you will have a job to help cover or your husband's hours or job will be resolved
