Can you clarify whether you came to Ireland on a Type C visit visa or an EU Type C Join Family visa? If you have a visit visa, the officer might be correct not to give you a temporary permission, citing genuine concerns. Just to remind you, when you submit the C Visa application, your mother needs to be in your country. You cannot apply from the UK. Not sure, if I missed this, but I wasn't aware of this.
