I should also note that the guidance states local authorities have the power to specify the maximum number of people permitted in a house for Houses of Multiple Occupation (HMOs), which seems like it could apply here. I thought I am a tenant because I hire a room and I pay the rent so tenancy agreement.
And is that inspection report compulsory as my land lord will get scarred if I mention this to him ?

in my reconsideration ,should i include any supported documents as i all uploaded in my previous application or i just mention that all documents were uploaded before and you can access and view them ?
AS i do not want to put too many documents and then The case worker will be scared again

Agree with above poster, your first refusal letter would likely have clearly stated when you can apply again.
