You can do it straight away but they won't start processing anything until you send the supporting documents. It's worth doing in advance though because you need a witness for the form so you can get that all filled in and signed off before your FBR arrives.

I did the online part the same day I got the address confirmation email (27th July) as I got a friend to take a picture of me on her phone and uploaded it straight away, then printed the forms and got my mate that's a teacher...

The long list is the relevant one. The short one is an old list on the form which they never changed. I rang the office myself when doing my application and they confirmed this. My FBR certificate arrived today so I whipped it straight back in the post along with the identity verification form I got a teacher friend to sign over the weekend and my birth certificates, proof of address etc, so hopefully that'll be back in a few weeks. I am based in Bristol and I have always used a photo booth for all my visas and passport photos and never had any issues with them , you can get your photos done for the Irish passport too now in boots and other retailers plus I have had my US student visa photo taken on the same one .
