Is there a known time from visa office from the day of reporting before they action on it? Or is it instantaneous?

Currently I am on spouse visa. But I would like apply for set dv.
If I notify the situation to visa office, can they help me returning to uk.

I understand,for set dv application you need to be in country which I am not.

I am currently in Pakistan, if I dont have the brp in hand is there a way to come back to UK so that i can apply for set dv?

Or, is there a way to initiate set dv application from overseas?
