I am applying for a transfer of visa from one passport to another for someone who already has Indefinite Leave To Remain. It's just that the vignette stamp is no longer offered in preference for BRPs.

I'm assuming NTL is another name for ILR?

There is no direct way that you can sponsor her stay in the UK. She will need to qualify for a work or study visa in her own right/on her own. I would suggest that she return to her country of origin before she is deemed unable to fly. Otherwise, she will get charged at 150% the cost for any NHS ...
