Difficult to say. Taken to the letter, it could be interpreted that one needs to submit one's EU Settlement Scheme BRC, but that is an unfortunate consequence of having applied in the wrong order. The pre-settled or settled status under the EU settlement scheme is simply based on UK immigration rules . This means such status is UK specific and has no legal standing anywhere else.
