I think thats best advice.
Even in my opinion, Best option is to go for Admin Review.

Hopefully you will get through, Just in case if something goes wrong then you
can put LR application within 14 days in parallel to Judicial Review.

I have passed ESOL Entry 3 on Sep 2014, now homeoffice says that from Nov 2015, you will not be able to use ESOL qualification. The set o form clearly states that fixed penalty notices like your case shouldn't be mentioned as criminal convictions. Don't worry about this for ilr purposes. I think there is no harm in asking HO for urgent treatment, why not write a letter to Home Office explaining your situation and depends on case-worker this may speed up your application process.
