Unrestricted CoS requests do not take 18 weeks! If you mean CoS allocation requests for a licence (only for Tier 2 GENERAL (UNRESTRICTED) CoS, or Tier 2 ICT) - then yes they can take months. You can work for the same employer, but might need to apply for a change of employment application if your SOC code changes.

A Resident Labour Market Test needs to be completed by your employer too.

Only RQF Level 6 SOC Code roles are eligible - see Appendix J of the Immigration Rules
