If the deception is in the Home Office records, at least 10 years after the deception was committed (so, 2023 or later). One can't switch from a visit visa to any form of residence visa from within the UK. Your daughter will have to return to her home country and make a child dependent visa application. What is your UK immigration status? Are you on ILR or are you on Settled Status under the UK Immigration Rules? Als...

There are no fee waiver options available for registration or naturalisation - they are not immigration applications. Where is the child's other parent? As far as I am aware, there is no fee waiver or IHS fee waiver for applications outside the UK.
