Although at on place it mentions only Tier 2, but I personally think that this will impact Tier 1 guys also.

I would say that is not a problem, but before coming here start applying with a UK address and phone number, that way you will get a feeling how people are reacting to your CV. And if you are lucky you may have some interview also lined up before you arrive here. I don't know much about JAVA market ...

Market is not good for mainframes in UK.

If you are enough lucky you may get the job soon but in most of the cases people find it very difficult.
