He was appealing his refusal for asulym, but voluntarily left the country before anything came of it. He informed the INIS and they gave passport etc back. Inis have been reviewing applications from 22 January for the last 5 weeks, so you get an idea of how speadily they are doing them

I applied in January 2020, sent to Greece embassy and forwarded to Dublin received on 28 January.

Still waiting visa

I have got my local TD involved along with directly emailing the department myself and they confirmed it is received. They also stated it takes 6 to 12 months for a visa application but that is just an estimate unfortunately.

I would say do not expect a reply anytime soon. I am an Irish citizen who is married to a non EU visa required national.
Our visa application was received in Dublin in January, we have heard nothing.

A straightforward join-family visa needs about 6 months to process, so even without Covid-19, the application may only be processed now.
