It is no longer necessary. They can scan the signed form and email it to you. You can then upload it to UKVCAS once you submit the application.
attaching a photo is no longer nessccary ? i can just email them the pdf declaration and they can sign it and email it back and i can upload it ?

I have amazing news pls read to the end :) i applied for ilr to brp transfer and paid the usual 6months fee thinking id wait for long , i gave every document i could that proved i was in the country (since 2004 :( ) it wasnt much (school exam letters , nhs medical cards ) ill be honest it was alot ...
