I'm just wondering if I can still apply for an IHS refund even though it was 3 years ago. I had a tier 2 visa way back 2019 but i didnt get a chance to file for a refund.. what is the process of claiming it?

my gamble didn't pay off.. i've applied on April 1 but didnt opt out.. now im stuck again.. they shouldn't have implemented any deadline for us to opt-out, so that people who applied in March and April have a chance to change our mind.
