Yes, they can. They need to apply at the relevant embassy, whichever is the country they want to enter FIRST. There is no guarantee, however, that a visa is going to be issued. Normally Schengen countries limit the visit for 90 days.

Does anyone know what the IO writes into this box at the bottom of the Landing Card? POL stands for police registration as certain nationalities have to register with the police.

You don't need to transfer this into the new ppt. When you enter the UK the next time the IO will stamp the new ppt stating that you have existing leave in a previous ppt.
