As per AnPost, the last applications were collected from PO BOX (as applications are delivered to PO BOX and not to any physical address) in mid of December 2020.

I am assuming the application is under process now.

There is no relation between the naturalisation application and your IRP renewal whatsoever. If you intend to apply for citizenship, you should just go and apply for it (of course, keep in mind that there’s a delay in returning passport in the initial processing stage).
