We've had three separate first time passport applications months apart. For two of them our witness in the US was telephoned, and for one, our witness was emailed. The most recent phone call was around 19:00 Ireland time (2:00pm EST here).

Hang in there jgclancy! My daughter's passport application is behind mine, and hers was stuck in Ireland for 10 days. It was definitely on the USPS side because An Post had no record of it until after it left the Dublin logjam.

My FBR and supporting documents arrived via the USPS in a white 8.5x11 envelope. It was included in the regular mail - no special delivery and no signature required. This was in April 2021.

Just FYI, I never received a congratulations email. After my confirmation of address email in December 2020, my FBR certificate and supporting documents surprisingly arrived at my home in the US four months later.
