Can I travel without GNIB but I have visa on my passport

Hey guys, i applied for my Irish passport but they take 8 weeks and I don't have GNIB but I have visa on my passport.

Can I travel on my citizenship certificate???

I never received an invitation to online naturalisation ceremony despite getting the certificate in March :( Declaration is a 3 page documents and must be included with the approval letter and additional instructions. Two of my former colleagues received it by post last week, not by email. Not sure...

Second letter july 2019
No official letter after that (same copy paste reply application on advance stage.....)
JR applied April 2021.

He advised me to go for JR if i want because they don't need any documentation every thing is done on the advance stage from last 8 months.
