i am going to write him the letter tonight, and post it tomorrow. it's crazy how they can say different things to different applicants.

this is exactly what happened to me.
arrived here 10july, got stamp 3 valid for 3 months. applied for EU1 after 1 month, and got refused.

i am writing my complaint this week too.

i've read somewhere in the forum that some EU/non-EU couples travel together to some member states as further support of their application, that they've lived together in another EU state, regardless if it's just a short holiday. would that really help?
