I am not an expert but I think she’s not an overstayer as as you say before November 2016 there was the 28 days grace period. What you said makes sense. But I guess if they were to visit me physically in the UK at any point before June 2021 and then apply they could get it..? But there is the risk that the response might not come in time, right?
