In 2017 it took me over 3 months to get any response from them. So I wouldn’t hold my breath when dealing with them, with COVID and stuff I would assume it got even worse.

She will have to go through the same process I went. She won’t get a visa from the immigration in dublin, she will need to send her application to the SOIN division. I think by decision they meant the return of the FOI not the actual decision on the application, see below what they say on their FOI website.

“ A decision on your FOI application must normally be made within 20 working days.”
