Proof of finances may also be required for initial registration. You should have received a card in august 2020. The letter doesnt always have a gnib/irp number written on it. Irp/gnib number is not written on passports at registrations. My understanding is that re-entry visas are only issued for u16. Technically while the minister has granted extensions up to the 20th, the extension is to allow you time to register due to any backlogs in immigration offices around the country. If you are from a visa required country you must have a valid IRP card to return to ireland

Having read the question again i should add. The address is not for the posting of the card it is to do with section 9 of the immigration act 2004 and the requirement to provide a place of residence

Your address should be where you reside. If the business and residential address is where you reside then there is no issue. Obviously if if they are different then the business address cannot be accepted as the residential address.

No you don't need private medical insurance for either of them. If the 17 year old entered on a d visa then get him an appointment for registration. If on c visa send an application to ISD.
