Even Ireland's own guide for their visa officers has clearly stated that it must be processed with in 4 weeks http://www.inis.gov.ie/en/INIS/Pages/Family%20Members%20of%20EU_EEA%20_Swiss%20citizens but, I dont think they care to be very frank. Depending on the negotiations happening at the moment in Brussels, the UK could get exemptions (derogations in EU language) from parts of EU law.
