Did you receive your citizenship through the FBR as well? IIRC correctly, when applying for my son's first US passport they didn't require any proof of address for his, but they did require ID of the parents. I sent mine last October from where I live in California, it took i think 11 days just to get to NY, then a few more days to get to Dublin. As far as I understand it, you can't use Fedex or UPS because they don't deliver to PO Boxes. Hopefully you get an update soon! You can ask for the non PO Box ...
