I am surprised that you are saying this is not immigration query!! Life in uk test is important part of ILR so how come it is not important? You dont consider responding to issues related to biometric appointment as an administrative issue so how come result of test become administrative issue?

Your friend is talking nonsense. There is no such restriction on travelling before ilr.
