From immigration point of view as long as you are not present and you don't perform any work related activity in the while you are physically in the UK there is no need to do right to work check. Unfortunately in this case skilled worker visa requires B1 level on all 4 subjects. E.g. speaking, listening, reading and writing. So the refusal sounds correct.

The fee is determined by the original COS.
As your type of visa is over 3 years, the fee is always over 3 years regardless of the actual visa length.

You can only spend 4 years as new entrant combining both your graduate visa and skilled worker. So if you had 2 years graduate visa the maximum you can apply as new entrant is another 2.
Otherwise, you will need other tradable points.

No. A child born in the UK is eligible to register as British if
A. He's a minor
B. If over 10 years old meets the good character criteria
C. At least one parent is settled
