Can you reference what you have seen? Usually, the guidance will have an errata which lists all the changes. So check what was the update between the previous and current version.

I called the council when I got the invite.
I asked them and they said they wait for the applicants to contact them. E.g. they don't notify the applicants (Gloucestershire).

Currently the passport office quotes 3 weeks. Mine took exactly 10 days (from application until I got it in hand).
