If your friend was granted permission to work s/he would have been given the letter ASL.4264 which sets out the condition for work.

Sometime HO put conflicting information on their website. I read somewhere that even if you are exampt or dont have to pay IHS , still you need to get reference number from NHS portal which one can get without paying. But in my case I never came across where they need that number. Thanks a lot ...
