Mind that this applies to Wales. So there are some info on that page that don't apply to u if u don't live there. Such as if u r the parent of a British or EU child. So people under Zambrano don't get confused!

New immigration rules and pending article8 application

I am on legacy with a pending art8 family life application (since 2007).

To my understanding the new immigration rules affect article8 pending applications made prior to those changes, as they were not included in the FM transitional arrangements 6-7-12.
Please correct me if i am wrong.

Answer to your question

I made the same request under the FOI and I received a response from them. U can have both applications at the same time and if both successful u can hold a derivative residency under EU law and leave to remain under immigration rules.
