The caseworker's interpretation of the rules means a person who has waited 6 months and 2 weeks and would be able to apply for citizenship before a person who waited 5 months for his/her ILR. This does not make any sense and one has to wonder what is going on.

I would say no as ILR can normally take up to 6 months so I would expect protracted to be >6 months. If you're not the spouse or civil partner of a British citizen you should wait at least 12 months after being settled (granted ILR). Why does the document say 15 months then?
