You will need to prove that your relationship is genuine, provide lots of photos and letters of support and proof of communication such as phone bills. You can also provide valentines day cards, birthday cards to each other etc

Your husband is not family member of EEA. I'm sorry but you will have to go through hassle of schengen. I had to look on french embassy website for my boss and the first appointment is 28th July :(

The rules are that both parties have to be over 21. It is really hard waiting but it is something we have to do and after your husband is 21 you can apply and hopefully you will get the visa straight away. Keep lots of evidence of your relationship from now.
