You can specify arrival up to three months after the date you submit your application, so if you were to apply on March 1, the last date you can specify for your arrival is June 1.

Actually, the best thing would be to ask the UK NARIC whether a BVC is considered a Master's level qualification, since the UKBA holds the NARIC as authoritative in these matters.

You can apply showing only 11 months' paystubs and wage deposits. You do not need to have had (or show) an income for all twelve months in your chosen interval. As long as the demonstrated wages are sufficient for the number of points you claim, you're fine.
