My mother visited me twice on a 6 months visa and I recently applied for a 2 years visitor visa and she got it. The processing time was similar to what it took to get 6 months visa.
She is currently in UK on a visitor visa.

Thanks for your response. Glad to know that there is no time restriction for ILR dependents. So, if I go for option 3 then my dependents will still be able to apply for ILR ?? And the case worker will not force us to take the dependents under Tier-1 extension rather than giving ILR due to long absen...

I don't think that its necessary for her to go out of U.K.
She should be able to apply from here itself.

The application form for applying dependant visa from U.K or outside U.K is same.
You could apply for it from U.K. itself. Give a quick call to home office to confirm this.
