My concern is April 2010 will be still considered as part of 15months period as I 'm planning to apply 21st of July 2011. Please could you shed some light?

1. I have been told by BHC that Administrative review is not possible for the dependant visas.

2. I have got the full right to appeal. Is it possbile that ECO overturn the original decision and issue the visa without hearing?
