Yes it is but there is a reason for this, it the people who abused the system make it harder for us with genuine cases .

i applied this month on the 21st of july my application was received by post for ILR i received notification confirmation letter on the 21st.
it is now the 24th and payment has not come out yet

I'm waiting as well i have sent mine on the 21 and today is the 23rd they have not sent a letter nor have the payment been taken i am concerned
