The earliest date to post BC application?

I got my first work permit VISA on 09/03/2006, ILR VISA on 21/02/2011.

Should the earliest date that I qualify for naturalisation be 09/03/2012 or 21/02/2012?

There is no gap! The reason is Section 3C which says that if a visa application is made prior to the expiry of the old visa, and the new visa has not been issued before the stated expiry date of the old visa, then the old visa is "treated as continuing" until the new visa is actually issued. Do I need both Life in the UK and ESOL?

The requirements say if you are not an English speaker then take ESOL and citizenship course. I'm not a native English speaker. Does that mean I can't simply take the Life in the UK test to apply for ILR? Do I have to take the courses?

I failed to get a definitive answer googling.

Finally got the approval back today, Visa stamped until June 2012.

It's approved on 21 May, so the processing took 29 days in total but I only received everything back today.

This is what I'm afraid of since I don't remember if my savings statement was more recent or not. I'm still waiting for the result. But is it just me?
