I never came across a rule as such in this regard. The explanation in the letter i received from HO was quite detailed. Their argument was:

Uplift is essentially to cover for difference in cost of living. Since i am living in the UK, my cost of living is as per UK standards, not India.

you can ask ICICI bank for duplicate statements. There is a charge of about 250 rs, but it is better than taking a risk with a statement on plain paper. If you have net banking, you can request for it online for any given time period.

Thanks everyone for the advice..

I would'nt be thinking of resigning if I had any choice. I guess the only thing i can do now is to hope and pray that my Tier 1 application is approved.

I presume i cannot underake any form of employment till my Tier 1 approval comes through.
