British Passport for Child on ILR

My son (13) is currently on ILR. I would like to apply for a British passport for him; can this be done online?
Does anyone know what the rough processing times are, under current circs?

Edit: Both parents are on ILR, too.

Ive got more than one query: 1. If I've been on WP for two years, and Tier 1 for 3 years, do I qualify to apply for PR? Yes ILR, but things are changing alot.. never know wat comes next from HO 2.
