We had the same "Guy at UKBA" contact my MP earlier, so inshallah he'll have some good news now that my MP is chasing him again. Any idea how long it took for him to reply back...

damn ... so I guess this is confirmation that student visas are taking priority which will explain why some people are on 13-15 weeks waiting time now. I don't think it has anything to do IT difficulties, its just a great excuse ... but more than likely due to the mass volume of student visa request...
