misterindia says he has stamp 4 until 2014. That is a permission to work without permit or set up a business. It has nothing to do with the new w/p concessions.

You do not have to inform INIS of anything. Once you get stamp 4 you have permission to set up your own business. I guess you are referring to the part of your letter that says stamp can be renewed if your circumstances have not changed. That would relate to the circumstances under which the stamp 4...

Well the first query would be why is this only being issued by Dublin Airport and no other port of entry. Registration officers cannot renew such a stamp without a direction from Dept. of Justice.

Since the 1st of July all visitors through Dublin Airport are having a "non renewable" stamp put in their passport. Therefore if you arrive as a visitor your permission to remain cannot be extended by an immigration officer. You will have to leave and re-enter after 90 days.

If fingerprints are for a government body outside Ireland you bring fingerprint form issued by that embassy and there is no charge. If Garda have to provide forms there is a €20 euro fee.

If you have difficulties with this, remember there is no obligation on Gardai to provide this service.

Two weeks is a guideline so you wont have overlapping of dates on stamps. But if you produce proof of travelling to a country which requires time beyond what you have left.e.g. Spain, it is not a problem.

Turkey is a visa required country for entry into Ireland. I presume irish require visa for Turkey. Best to contact Turkish Embassy in Ballsbridge. Sorry don't have number handy.
